BIO:
Charmagne Dolphin is the founder of Sea Dolphin Consulting, LLC and was born and raised on the Confederated Salish and Kootenai Nation in North Western Montana. She has been providing Tribal housing technical assistance on NAHASDA, successful Tribal homeownership, and other housing-related topics including, self-monitoring, environmental reviews, IHBG funding, Tribal Housing Boards, and self-sufficiency program trainings for Tribally Designated Housing Entities (TDHE) and Tribal Housing Departments across Indian Country. Charmagne is a U.S. Department of Housing and Urban Development (HUD) Housing Counselor (w/out the FHA certification until HUD creates a HUD Tribal Homeownership Counseling Exam). Charmagne is also a Certified Pathways Home Train-The-Trainer lead instructor for the National American Indian Housing Council, (NAIHC).
Charmagne began her banking career in 2005 as a Loan Officer at Clearwater Credit Union, and started up her successful consulting firm in 2012. Since then, she has worked at the State level with NeighborWorks Montana, HomeWord, People Partners for Community Development, and the American Indian Business Leaders (AIBL), as well as the Northern Cheyenne, Salish & Kootenai, and Chippewa-Cree Housing Authorities. On a national level, she has worked with the NAIHC, First Nations Oweesta Corporation, Econometrica, FirstPic Inc., National Congress of American Indians, Central New Mexico College's Ingenuity Inc., NeighborWorks America, and HUD’s Office of Native Programs (ONAP).
